Police Jury Meeting Notes: April 7, 2021

Bossier Parish has a new treasurer following an extensive search and a unanimous vote Wednesday by the parish Police Jury.

Stacie Fernandez was named to fill the position that had been vacant due to the death of Joe Buffington in January of this year. Fernandez was selected from a lengthy list of applicants.

She currently serves as finance director for the city of Bossier City.

Police Jury members also heard Wednesday that construction has been completed on the West Linton Rd. extension that connects Fairburn Ave. with the intersection of Palmetto Rd. and Airline Dr.

With the opening of the roadway, traffic from the new Benton High School and Kingston Elementary School will have an alternate route rather than be funneled only onto Kingston Rd.

In other business at Wednesday’s meeting, police jury members:

  • Awarded bid for Project No. 2021-102, Glendale Lane Street improvements, Phase III, in accordance with bids received March 29, 2021.
  • Rejected bids for Project No. 2019-125, Caplis Sligo Road bridge over Red Chute Bayou.
  • Approved plat of the proposed development of Wemple subdivision, Unit No. 3, being a resubdivision of Lot 1, Wemple subdivision, Unit No. 2, located in Section 34, Township 19 North, Range 13 West, Bossier Parish.  (Located off Airline Drive at the northeastern end of Wemple Road).
  • Approved plat of the proposed development of Willow Trace subdivision, Unit No. 6, being a resubdivision of Lots 10 and 11, Willow Trace subdivision, Unit No. 3, and Lot 1, Willow Trace subdivision, Unit No. 4, located in Section 36, Township 19 North, Range 13 West, Bossier Parish.  (Located on Cardnell Road off Swan Lake Road).
  • Approved plat of the proposed development of The Point at Cypress subdivision, located in Section 12, Township 19 North, Range 13 West, Bossier Parish, with the language “containing Lot 1000, Oakpoint Lake Estates” hereby being added to the description for the referenced plat. (Located on Cypress Black Bayou Lake at the end of Sommer Circle).
  • Approved plat of the proposed development of Willow Heights subdivision, Unit No. 3, being a planned unit development, located in Section 20, Township 19 North, Range 13 West, Bossier Parish.  (Located off Mahogany Lane).
  • Approved the Minor Plat for Mathie McGrath/Faith Timber Company, LLC, located in Sections 23 and 24, Township 20 North, Range 12 West, Bossier Parish.  (North of Dry Cypress South subdivision on LA Hwy. 157).
  • Scheduled a public hearing on May 5, to consider approval of the site plan for O’Reilly Auto Parts, located in Section 15, Township 18 North, Range 12 West, Bossier Parish. (Located on Highway 80 between Eastwood Baptist Church and Remco Drive).
  • Scheduled a public hearing on May 5, to consider approval of the plat of the proposed development of Faith Ranch subdivision, located in Sections 29 and 30, Township 19 North, Range 11 West, Bossier Parish. (Adjacent to Faith Plantation subdivision, Unit Nos. 1 and 2 located off LA Highway 157).
  • Adopted a proclamation proclaiming the week of April 5 – 12 as National Library Workers Week in Bossier Parish.
  • Ratified adoption of an ordinance amending Ordinance No. 4591 to prohibit parking of vehicles on Eagle Ridge Drive, Olde Oaks subdivision.
  • Ratified adoption of a resolution authorizing William R. Altimus, Parish Administrator, to execute a Letter of Support for LSU Health Shreveport’s request for a Community Project funded appropriation to complete work on the Center for Medical Education Emerging Viral Threats (CEVT) Building.
  • Ratified adoption of a resolution authorizing William R. Altimus, Parish Administrator, to execute an Executive Order dated March 18, 2021, allowing bars in Bossier Parish to operate at 50 percent (50%) capacity, not to exceed 250 people, as determined by the State Fire Marshall, with the hours of permissible operation being 8 a.m. to 11 p.m.
  • Ratified approval of a contract for legal services with Michael G. Stag, LLC and Stag Liuzza, LLC, Alvendia, Kelly and Demarest, LLC, Spears & Spears, LLC, and LaBorde Earles, PLC.
  • Approved certificate of substantial completion for Project No. 2019-132, West Linton Road extension to Fairburn Avenue.
  • Approved a cooperative endeavor agreement by and among the Parish of Bossier and Caddo-Bossier Parishes Port Commission for the purchase of one new sand bagging machine.
  • Approved a utility relocation agreement for Project No. 2019-127, Linton Road realignment at Flat River.
  • Approved Amendment No. 1 to the Architectural and Engineering Services (Disaster Relief) contract with Denmon Engineering Co., Inc., for RFP No. 2020-115.
  • Approved Amendment No. 2 to the Architectural and Engineering Services (Disaster Relief) contract with Denmon Engineering Co., Inc., for RFP No. 2020-115.
  • Approved Amendment No. 1 to the Surveying Services (Disaster Relief) contract with Coyle Engineering Co., Inc., for RFP No. 2020-113.
  • Approved relocation of water and sewer services on North Caddo Hospital Services District property located off Burt Boulevard, Benton, for the Bossier Parish Libraries Benton Branch.
