Section 8 Housing - Rental Assistance

Director Kenneth Starnes oversees a staff of nine including a deputy director, health specialists and inspectors who are responsible for 911 Section 8 vouchers for rental assistance.

For Bossier Parish, 660 vouchers are designated and those include five home ownerships, 13 disabled and 251 homeless veterans. Starnes and his staff administer the homeless veterans Section 8 program for all northwest Louisiana, the bulk of that coming from Caddo and Bossier parishes.

On average, Starnes administers between $4.2 and $4.3 million for the programs where rental assistance is determined by income.
