Administration
The staff of the Bossier Parish Police Jury is dedicated to actively enhancing the quality of life for every resident in the fastest-growing parish in northwest Louisiana. The staff's primary role is to partner with the Police Jury to help maintain and build roads, support businesses, and provide permits for commercial and residential buildings.
Administrator
Dr. Kenneth Ward, Administrator, is a lifelong Bossier Parish resident who graduated from Haughton High School and holds three degrees from Louisiana Tech University. Before being the parish’s administrator, he had 18 years of government experience. Additionally, Dr. Ward sits on many boards locally and regionally, dedicating his time to the betterment of Bossier Parish.
The Parish Administrator's responsibilities are to manage the parish’s overall operations and implement strategies to meet organizational objectives. The administrator routinely meets with parish leaders and government agencies to advise the Jury of any pending events or actions.
Secretary
Ashley Ezell has built a strong career in public service with extensive experience in parish operations and administration. She previously served as Legal Assistant to the Parish Attorney from 2010 to 2017. Ashley returned to parish government in February 2024 as Assistant Parish Secretary. Her skill, professionalism, and deep knowledge of parish processes led to her transition into Risk Management and, ultimately, her appointment as Parish Secretary on January 14, 2026. Ashley attended Bossier Parish Community College and Louisiana Tech University.
As Parish Secretary, Ashley oversees the preparation, recording, and preservation of all official proceedings of the Bossier Parish Police Jury and serves as the custodian of parish records. She works closely with the Parish Administrator and plays a key role in ensuring the effective and efficient operation of parish government. Her dedication, strong organizational abilities, and commitment to transparency make her an essential member of the Bossier Parish Police Jury’s leadership team.
Treasurer
Stacie Fernandez is the Parish Treasurer who started working for the Police Jury in 2021. She is originally from Lake Charles, Louisiana, and has been an accountant for more than 40 years. She also mentors and helps guide the lives of young women in the parish with the Commission for Women Mentoring Program.
As the Parish Treasurer, Stacie oversees the parish’s budget by maintaining accurate and timely records of all parish transactions following state and federal laws. The treasurer safeguards the parish’s assets, updates policies and procedures on an ongoing basis to meet the demands of state and federal regulations, technology, and the needs of the citizens, and administers the approved annual budget.
