Regular Meeting Notes 7-3-24

     During the meeting, Mr. Doug Rimmer shared an exciting report with the jurors about the upcoming Heirloom Project, which is set to impact the Port of Caddo/Bossier significantly.

    “The building of that plant here will be a shot in the arm for the local economy,” District 8 Juror Doug Rimmer said. “Last week, I had the opportunity, along with several jurors and staff members, to attend a meeting at the Port where Heirloom Technology and the Department of Energy announced the $500 million project slated to build two Direct Air Capture plants in two Louisiana cities, Lake Charles and Shreveport,” Rimmer said. He believes this new technology could have a lasting impact in the area for years. 

    Heirloom officials have projected that the plant will generate approximately 1,000 new clean energy jobs, further solidifying the Gulf Coast's leadership in DAC technologies and advancing American leadership in meeting net-zero goals. The first facility, scheduled to begin construction later this year, is projected to be operational by 2026. Once in operation, it is expected to eliminate around 17,000 tons of CO2 annually.

      During the Parish Engineer’s report, Eric Hudson reported to the jurors on three major projects underway in the parish: the North/South Corridor, HWY 614/Covington Road, and the White Oak Ditch Project. A drone video showed jurors the progress made on each project.

In other business jurors also:

  • Awarded bids for Project No. 2024-124, Parish Road Improvements, 2024-125, Cycle Plant, and Buffalo Road Improvements, following bids received on June 27, 2024.
  • Awarded a quote for Project No. 2023-115, Sweetwater Oaks Drainage Pipe Repairs, following bids received on June 21, 2024.
  • Adopted an ordinance amending Ordinance No. 4740 to add penalties/fines for appearing before the Property Standards Board of Review and/or condemnation hearing more than one or more times.
  • Tabled a discussion until June 24, 2024, to ratify and accept a recommendation from the Commercial Vehicle Enforcement Unit Board of Appeals on June 5, 2024, regarding Real Spiffy, LLC, Report No. 3298, issued on February 15, 2024.
  • Passed a motion to dismiss the condemnation hearings for the property at 1301 Gray Lake Drive, Princeton, LA, Tax Assessment No. 114815, after the owners began cleaning up the property.
  • Passed a motion to condemn the properties at 1436 and 1445 Brad Street, Benton, LA, Tax Assessment No. 103871 and 151244.  
  • Approved the reappointment with the City of Bossier City of Mr. Jeff Thigpen to the Bossier City-Parish Metropolitan Planning Commission Zoning Board for a six-year term to expire July 2, 2030.
  • Adopted an ordinance to amend Ordinance No. 5016 of June 5, 2024, approving a zoning amendment from R-A (Residence - Agricultural District) to R-LD (Residential - Low-Density District) for a proposed residential subdivision, Chene Rouge North, Bossier City - Parish MPC Case P-ZON-000008- 2024), by correcting the ordinance number to read Ordinance No. 5016(a).
  • Passed a motion to change the variance of parish regulations to allow the construction of a home below the road surface level located at Lot 79, Woodlake Ridge, Unit No. 3.
  • Passed a motion to change the variance of parish regulations to allow the construction of a home below the road surface level located at 154 Diaper Circle, Haughton.
  • Passed a motion to adopt an ordinance authorizing the Parish of Bossier to enter into an Amended Local Services Agreement with the City of Bossier City in connection with the addition of the following: Winnfield Road Water Distribution Improvements, Project No. 2024-112, Winnfield Road New Booster Station, Project No. 2024-120, E. Highland Raw Waterline, Project No. 2024-114, LA 614 Water Distribution Improvements, Project No. 2024-113, Winnfield Road Lift Station & Sewer Improvements, Project No. 2024-122, Louisiana Watershed Initiative (LWI) - Espanita Drainage Improvements, Deen Point Road bridge over Flat River, State Project No. H.015520, Collinsburg Road over Collinsburg Creek, State Project No. H.015519, Smith Road Bridge over Red Chute Bayou, is a joint project of both entities, and it authorizes the execution of all documents in connection with said agreement.
