BPPJ Regular Meeting Notes 4-17-24

During Wednesday's meeting, several members of the police jury expressed their excitement for the grand opening and ribbon-cutting ceremony of the new Bossier Central Library, praising its facilities and services. Mr. Doug Rimmer was particularly proud of the work that went into bringing the project to fruition. “When I first joined the jury, we knew we had to address the issue of our aging Central Library. After much discussion, we decided to build this new modern facility, which ended up saving us a lot of money building it when we did,” said Mr. Rimmer.
Mrs. Felesha Sweeney, Bossier Library Director, expressed her gratitude to the jurors for their dedication and commitment to helping to make the Bossier Parish Library System the best it can be. She presented Mrs. Kimberly Mosier as the new Manager for the Haughton Branch. She also announced that Connie Dickerson, Teresa Rice, and Joy Creesong, all of whom passed the Executive Certification from the Louisiana State Board of Examiners.
Mr. Tom Salzer commended Kevin Gay and the Highway Department for their exceptional work in keeping the parish roadways open during last week’s rain event.
During Wednesday’s meeting, police jurors also:
- Awarded a bid to the Consolidated Waterworks District No.1, ARPA Expansion of Wastewater Collection System Oak Creek Subdivision Tie-In, following bids received on April 11, 2024.
- Awarded a bid for the Potable Water Treatment Chemicals following bids received on April 12, 2024.
- Tabled a recommendation by the Benton MPC to consider the approval of the plat of land as a re-subdivision of Ace Acres.
- Approved the recommendation by the Benton MPC of the Minor Plat of land for Lisa Greer.
- Approved the recommendation by the Haughton MPC for the approval of the application from Ryan Estess, Raley and Associates, Inc., for a zoning amendment to change the zoning classification of a particular tract of land located in Princeton, LA, from R-A, Residence-Agricultural District, to R-MHS, Residential Mobile Home Subdivision, for a proposed residential mobile home subdivision, located on the southwest corner of LA Highway 80 and Beauregard Road.
- Approved the recommendation by the Haughton MPC for the approval of the application of Ryan Estess, Raley and Associates, Inc., to the Haughton MPC for a zoning amendment to change the zoning classification of a certain tract of land located in Princeton, LA, from R-A, Residence-Agricultural District, to I-1, Light Industrial District, for a proposed shop/warehouse, located on the southwest corner of Highway 80 and Beauregard Road.
- Scheduled a public hearing for May 15, 2024, to consider the approval of an amended plat, Amended Myers Road Estates.
- Scheduled a public hearing for May 15, 2024, to consider the approval of the plat of the proposed development of Beauregard Trace Subdivision.
- Scheduled a public hearing for May 15, 2024, to consider the approval of the plat of the proposed development of Beauregard Trace Industrial Subdivision.
- Scheduled a public hearing for June 5, 2024, to consider the approval for a zoning amendment to change the zoning classification for a certain tract of land from R-A, Residence-Agricultural District, to R LD, Residential-Low Density District, for a proposed residential subdivision, Chene Rouge North, located on the southeast corner of Bellevue Road and Winfield Road.
- Approved a request from Harvill Real Estate Holdings, LLC, to lease parish-owned property located at Lot 6, North Airline Acres, Unit No. 1, 140 North Willow Drive.
- Declared the adjudicated property described as Lot 4, Block B, East Benton Subdivision, as surplus and authorized the advertising for bids for the sale of the property.
- Declared the adjudicated property described as Lot 18, Block D, East Benton Subdivision, as surplus and authorized the advertising for bids for the sale of the property.
- Declared the adjudicated property described as Lot 9, Block A, East Benton Subdivision, as and surplus and authorized the advertising for bids for the sale of the property.
- Declared the adjudicated property described as Lot 7, Block A, East Benton Subdivision, as surplus and authorized the advertising for bids for the sale of said property.
- Approved a request from Sportspectrum for a letter of no objection to selling beer at the annual Rivercities Triathlon on Sunday, August 4, 2024, at the Cypress-Black Bayou Recreation Park, 135 Cypress Park Drive.
- Approved the proposal from Coyle Engineering for Engineering and Surveying Services for Bobby Byrd Road Improvements.
- Approved the proposal from Cothren, Graff, Smoak Engineering, Inc., for New Subdivision Water Improvements, Subdivision Review and Coordination.
- Approved Change Order No. 7 for the North Bossier Shared Use Trail, Phase II.
- Approved the Agreement for Professional Services between Bossier Parish Police Jury and Volkert, Inc., for Program Manager/Consultant for American Rescue Plan Act (ARPA) Funded Projects to include Task Order Numbers 6, 7, 8, 9 for Police Jury Districts 1, 2, 3, 4, 5, 6 and 8.
- Approved the Cooperative Endeavor Agreement between the Consolidated Waterworks/Sewerage District No. 1, Parish of Bossier, jointly with CBB Water System, Inc. and Janice A. Cleveland dba Cypress Bay Utility Service, in connection with providing billing services for Turtle Creek and Jones Cypress and adjoining area.
- Approved the acceptance of the donation of Parcel No. 1-1, a strip of land adjacent to Parish Camp property, which is 0.918 acres.
