Police Jury Meeting Notes - January 10, 2024

During the first Bossier Parish Police Jury meeting for 2024, three new police jurors were officially sworn in for service.

The jurors were sworn in by Jill Sessions, Bossier Parish Clerk of Court. Mrs. Glorioso will now represent District 9, Mr. Julian Darby District 10, and Mr. Sutton will represent District 12.

In their first official act, jurors voted for Mr. Phillip Rodgers to serve as President and Mr. Glenn Benton to serve as Vice President of the police jury for 2024.

Additionally, the jurors voted unanimously to appoint Mr. Butch Ford as Parish Administrator, Mrs. Megan Ramos as the Interim Parish Secretary, and Mrs. Stacie Fernandez as the Bossier Parish Treasurer.

Proposed bids:

During the agenda meeting, jurors approved several bids for projects with the Consolidated Waterworks/Sewerage District No. 2 and a proposal for ditch repairs in Dogwood Trail.

Adopted ordinances:

  • Adopted an ordinance to amend Chapter 94, Article II, Utility Lines, and Pipelines, Sections 94-42 and 94-48 of the Bossier Parish Code of Ordinances, to make certain changes in requirements for utility installations on parish roads and in the requirements of persons desiring permits. 
  • Adopted an ordinance to amend Chapter 94, Article I, In General, of the Bossier Parish Code of Ordinances, to add Section 94-13, Annual Logging Access Permit. 
  • Approved the recommendation of the Bossier City MPC for the plat of the proposed development of Dignam Acre.
  • Approved the recommendation of the Bossier City MPC for the plat of the proposed development of Logan South, Unit No. 2, located off Tall Pines Road.
  • Approved the recommendation of the Bossier City MPC for the plat of the proposed development of Poston Place Subdivision, located in Section 9, Township 18 North, Range 12 West, Bossier Parish, LA.

Public hearings:

Scheduled a public hearing for February 7, 2024, to consider the adoption of an ordinance to amend Ordinance No. 110-37 of the Bossier Parish Code of Ordinances by adding Subsection Variances.  

Property standards: 

Approved the acceptance of the Certificate of Substantial Completion of Project of the New Central Library.

Voted to suspend the consideration to acceptance of the streets and drainage in Redwood Place at Legacy Subdivision Unit No. 12 into the parish road system for permanent maintenance.

Voted to suspend the consideration to acceptance of the sewer main extension and improvements in Redwood Place at Legacy Subdivision, Unit No. 12, into the Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier sewer system for permanent maintenance.

Approved the proposal from Cothren, Graff, Smoak Engineering, Inc., on behalf of Consolidated Waterworks/Sewerage District No. 2 for professional services for evaluation of the Bossier Parish Jail Booster Station.

Approved the proposal from Cothren, Graff, Smoak Engineering, Inc., on behalf of Consolidated Waterworks/Sewerage District No. 2, for professional services for drilling and testing the three water well sites at the Bossier Parish Jail facility.

Approved the acceptance of a Certificate of Substantial Completion for Rocky Mount Booster Station Improvements on behalf of Consolidated Waterworks/Sewerage District No. 2.

Other business: 

Consider appointment for Bossier City – Parish MPC Board of Adjustment for a five-year term, term to expire December 31, 2029. 

Approved the adoption of a resolution ordering and calling for a special election to be held in the Parish of Bossier to authorize the renewal of a special tax therein.

Approved the adoption of a resolution approving the holding of an election in the Cypress-Black Bayou Recreation and Water Conservation District on Saturday, April 27, 2024.  

Approved the applications for renewal of Bossier Parish beer/liquor licenses for 2024.

Approved the acceptance of Change Order No. 2 for Project No. 2021-105, North South Corridor Phase II.

Approved the adoption of a Resolution for the Final Acceptance of State Project North Bossier Shared Use Trail, Phase II.

Approved the adoption of an ordinance authorizing the Parish of Bossier to enter into a Local Services Agreement with the Louisiana Department of Transportation and Development to provide resources to maintain public roads while Interstate 20 is under construction. 

Approved the adoption of an updated listing of designated Enterprise Zones.

Approved the Division Order with BPX Energy for Henderson 33-28HC 4-ALT BPO.  

Approved the Cooperative Endeavor Agreement between the State of Louisiana through the Office of Community Development and Bossier Parish Government in connection with Louisiana Watershed Initiative’s Local and Regional Watershed Projects Grant Program

Approved Change Order No. 2 for Project No. 2021-125, DR 4263 PW 910 Paved Roads Task Order No. 13. 

Approved the Final Change Order No. 1 for the Proposed Street Improvements – DR 4263 PW 910 Paved Roads – Task Order No. 8, Project No. 2021-120.

Approved the adoption of a resolution authorizing the Bossier Parish Police Jury to acquire and/or expropriate all parcels, tracts, properties, and servitudes required for Project No. 2021-128, Consolidated Waterworks/Sewerage District No. of 1 of the Parish of Bossier, Expansion of Wastewater Collection System North Sewer System Improvement (Contract B), Deen Point Road to Parks Road, including but not limited to Parcel Nos. US-4, 1-4-C-1, US-5, and 1-5-C-1 being located in Sections 12 & 13, Township 19 North, Range 13 West, Bossier Parish, Louisiana, and authorize the Parish Administrator or Parish President to execute any and all documents, instruments, or affidavits that may be necessary or convenient to said acquisition and/or expropriation, including a certificate of authorization to expropriate

The meeting concluded with reports from Mr. Butch Ford, Parish Administrator; Mr. Eric Hudson, Parish Engineer; Mr. Kevin Gay, Director of the Highway Department; and Mr. Patrick Jackson, Parish Attorney.
