Bossier Parish Police Jury Meeting Agenda December 6, 2023

The agenda meeting began with a presentation by Stacy Brown, the President & CEO of the Shreveport-Bossier Convention and Tourist Bureau. Ms. Brown provided the jurors with an update on the 2024 budget and the Shreveport-Bossier Destination Master Plan. Brown also noted that tourism in Shreveport/Bossier added $819 million to the local economy.

The Jurors voted not to adopt an ordinance to regulate the sale and use of fireworks in the parish.

The Jurors awarded Louisiana Caterpillar the bids for purchasing one new motor grader and one new large asphalt paver, 2023 or newer models, for the Bossier Parish Highway Department.

Accepted a quote for more than $18,000 from Pulley Construction Company for the Village Water System-Fillmore Booster Station Bypass Connection for the Consolidated Waterworks/Sewerage District No. 1.

During the public hearings, jurors:

  • Approved the application of Ryan Estess, Raley & Associates to change the zoning classification of a proposed office complex located off Highway 80.
  • Approved the proposed development of Forest Hills Commercial Subdivision, located off Highway 80.
  • Adopted the 2024 Bossier Parish Police Jury Budget.

Approved scheduling a public hearing on December 20, 2023, to consider adopting the Bossier Parish Police Jury 2023 amended budget.

Approved the scheduling of a public hearing on January 10, 2024, to consider approval of the plat of the proposed development of Dignam Acres, located in Section 16, Township 18 North, Range 12 West of the Louisiana Meridian, all in the Northwestern land district, Bossier Parish, LA. 

Approved the scheduling of a public hearing on January 10, 2024, to consider approval of the plat of the proposed development of Logan South, Unit No. 2, being a re-subdivision of Logan South Subdivision, located in Section 9, Township 18 North, Range 12 West, Bossier Parish, LA; located off Tall Pines Road.

Approved scheduling a public hearing on January 10, 2024, to consider approval of the plat of the proposed development of Poston Place Subdivision, located in Section 9, Township 18 North, Range 12 West, Bossier Parish, LA. (Police Jury District 2)

Property Standards report:

  • Approved a motion not to act on condemning the property at 2316 Hay Meadow Drive, Bossier City, LA, Tax Assessment No. 102874 until the new owners are contacted.   


  • Approved a motion not to condemn but to clean up the property at 410 Goldeneye Drive, Princeton, LA, Tax Assessment No. 170223.

     

  • Approved a motion not to condemn but to allow a 30-day extension for the homeowner to mow the property located at 130 Rye Circle, Bossier City, LA, Tax Assessment No. 110820.

Police Jury members also:

Approved the reappointment of Mr. Lonnie Shaw and Mr. Mitch O’Neal to the East Central Bossier Parish Fire District No. 1 Board of Commissioners for two-year terms each, to expire December 31, 2025.

Approved the reappointment of Mr. Russell Huckaby, Mr. John Murray, and Ms. Diane Kingery to the South Bossier Parish Fire District No. 2 Board of Commissioners for two-year terms each, terms to expire December 31, 2025.

Accepted the resignation of Ms. Rachel Renee Nance from the Bossier City MPC Board of Adjustments effective January 1, 2024. 

Approved the recalling motion made on November 1, 2023, to amend Ordinance No. 4890 of June 1, 2022, as Ordinance No. 4890 is correct as written (error in online code updating to be corrected by MuniCode)

Approved the applications for renewal of Bossier Parish beer/liquor licenses for 2024. (approved by the Sheriff and health department)

Approved the request from Joel Montgomery for a letter of no objection to the selling of beer at Boomer’s Lounge, 7521 Highway 80, Princeton, LA, at a special 2024 Superbowl Sunday event, February 11, 2024, from 12:00 p.m. until 12:00 a.m.

Approved the repealing of Ordinance No. 4984 adopted on October 18, 2023, which approved, at a public hearing, the application of Michael Kelsh, Raley, and Associates, to the Bossier City-Parish MPC for a zoning amendment from R-A, Residential Agriculture District, to B-3, General Business District, for a proposed new tire repair shop. (Ordinance No. 4984 amends Benton MPC regulations in error and contains an incorrect legal description)

Approved the adoption of a corrected ordinance, as approved by the police jury at a public hearing held on October 18, 2023, to support the application of Michael Kelsh, Raley, and Associates, to the Bossier City-Parish MPC for a zoning amendment to change the zoning classification of a certain tract of land being 4.983 acres, more or less, located in Section 29, Township 19 North, Range 13 West, Bossier Parish, LA, from R-A, Residential Agriculture District, to B-3, General Business District, for a proposed new tire repair shop located west of the Bossier Parish EMS Office and east of the southeast corner of Swan Lake Road and Airline Drive.

Approved the acceptance of the Certificate of Substantial Completion of the Penal Farm Test Water Wells, Consolidated Waterworks Sewerage District No. 2, and authorized the execution of documents.       

Approved the acceptance of Final Change Order #2 for Project No. 2021-116, Proposed Street Improvements – DR 4263 PW 910 Paved Roads – Task Order No. 11 and authorized the execution of documents.

The Jury President announced to the public that the Police Jury meeting scheduled for Wednesday, January 10, 2024, at 2:00 p.m., at its regular meeting place, the Police Jury Meeting Room, Bossier Parish Courthouse, 204 Burt Boulevard, Benton, Louisiana, the Police Jury of the Parish of Bossier, State of Louisiana, plans to consider adopting a resolution ordering and calling a special election to be held in the Parish of Bossier, State of Louisiana, to authorize the renewal of an ad valorem tax therein.

Police Jury Members also heard reports from Butch Ford, Parish Administrator, Eric Hudson, Parish Engineer, and Allen Burson with the Highway Department.
