Police Jury Notes: August 20, 2023

Bossier Parish parks continue to be a major attraction, with one recent event at South Bossier Park drawing more than 900-plus athletes along with supporters that filled all parking areas.

Director of Parks and Recreation Warren Saucier told police jury members Wednesday that the annual Border Dash cross country meet, sponsored by Parkway High School, was declared the biggest in the tenure of the event.

"We had athletes ranging in ages from six to 18 on September 9 compete in the meet and officials from the schools said it was the largest number of participants they'd had," Saucier said. "The parking lots were full and there were cars along the road. It was great."

Saucier said the park is also seeing more use as a practice area for local football and soccer teams, and the new fields that have recently been constructed are helping attract even more teams.

"Just about every day you'll find teams practicing at South Bossier," he said. "It is the result of a vision that began years ago, and we're seeing the benefits."

Saucier said another parish park, Tall Timbers, continues to see plenty of activity from young people and adults nearly every day.

"You can drive by the park just about any time in the afternoon or evening and there will be kids practicing or adults using the walking track," he said.

  • Awarded bid for Project No. 2023-133, Kingston Road sidewalk extension, in accordance with bids received on September 15, 2023.
  • Tabled decision to receive sealed bids for mowing and baling hay three times per year on property described as Lot 1, Less Commerce Industrial Park #1A, Commerce Industrial Park Unit #1.
  • Amended Chapter 94, Article I, of the Bossier Parish Code of Ordinances “Roads and Bridges,” to amend Section 94-11 “No Thru Traffic, Local Traffic Only and No Trucks” regulations on certain roads and/or subdivision streets, Subsection 94-11(a) and 94-11(c) to add East Pointe Drive; and providing penalties for the violations thereof.
  • Approved the plat of the proposed development of Derbe Lane Estates subdivision, located in Section 26, Township 21 North, Range 13 West, Bossier Parish; contingent on upgrade of water lines. (Located off Butler Hill Road.)
  • Scheduled a public hearing on October 18, 2023, for consideration and public comment for adoption of a resolution adopting the provisions of Louisiana Act No. 205 of 2023, effective August 1, 2023, (“the amended act”) amending and reenacting Act No. 558 of 1956, to expand the jurisdictional boundaries of the metropolitan planning area to extend beyond the five-mile radius in Act 205 of 2023 to also include a larger portion of the unincorporated part of Bossier Parish and changing the definition of the “metropolitan planning commission” from the “Benton-Parish Metropolitan Planning Commission” to the “Benton Metropolitan Planning Commission.
  • Scheduled a public hearing on October 18, 2023, to consider approval of the plat of the proposed development of Kilpatrick subdivision, being a resubdivision of Kilpatrick Place subdivision, Unit No. 1, located in Section 33, Township 20 North, Range 13 West, Bossier Parish; located off Cummings Drive.
  • Scheduled a public hearing on October 18, 2023, to consider approval of the minor plat of the proposed development of Pro Gator subdivision, located in Section 17, Township 20 North, Range 13 West, Bossier Parish; located off Highway 3.
  • Scheduled a public hearing on October 18, 2023, to consider the application of Michael Kelsh, Raley and Associates, to the Bossier City-Parish Metropolitan Planning Commission for a zoning amendment to change the zoning classification of a certain tract of land being 4.983 acres, more or less, located in Section 29, Township 19 North, Range 13 West, Bossier Parish, LA, from R-A, Residential Agriculture District, to B-3, General Business District, for a proposed new tire repair shop; located west of the Bossier Parish EMS Office and east of the southeast corner of Swan Lake Road and Airline Drive.
  • Scheduled a public hearing on October 18, 2023, to consider the application of Miguel Gutierrez to the Bossier City-Parish MPC for a Conditional Use Approval for the sale of high and low content alcohol for on-premise consumption at a restaurant, Casa Jimador, located at 5420 Airline Drive, Suite 200, Bossier City.
  • Accepted report on meeting of the Building and Grounds Committee.
  • Denied a Transfer Deed/Donation from the Bossier Parish Police Jury to the City of Bossier City of property located at 1200 Airline Drive, Bossier City, Tax Assessment No. 148936, Parcel 1813343B, for the purpose of maintenance of a water tower, with the police jury reserving all oil, gas, and mineral rights. (This matter was tabled on September 6, 2023.)
  • Adopted a resolution authorizing the application for Louisiana Community Development Block Grant funding for FY2024-2025 and designating signatory authority for officially signing documents relating to the application to the Parish President.
  • Adopted a Citizen Participation Plan/Citizen Complaint Procedure, and approve the appointment of the Parish Administrator as Citizen Complaint Officer in connection with the FY2024-FY2025 Louisiana Community Development Block Grant Program.
  • Adopted a resolution authorizing the President to execute an Administrative Services Contract between the Bossier Parish Police Jury and the Coordinating and Development Corporation for Louisiana Community Development Block Grant administrative services for FY2024-FY2025.
  • Adopted a resolution authorizing the President to execute a contract between the Bossier Parish Police Jury and Volkert, Inc., for Louisiana Community Development Block Grant engineering services for FY2024-FY2025.
  • Accepted recommendation of the Bossier Parish Industrial Tax Exemption Program Review Committee, in the matter of ITEP Application No. 20230103-ITE, Sierra Frac Sand, LLC, 350 Ballard Road, Plain Dealing, LA.
  • Declared a 2019 Dodge Durango, VIN 1C4RDJAG3KC771079, as surplus, to be sold at auction, date of auction to be determined at a later date.
  • Adopted a resolution authorizing the Parish Administrator or Parish President to execute any and all documents in connection with the acquisition of Country Place Utilities, L.L.C., water system, in connection with funding through the Water Sector Program (WSP) – Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier-Subrecipient LA WSP10905, for the Bossier Parish Police Jury.
  • Adopted a resolution authorizing the Parish Administrator or Parish President to execute any and all documents in connection with the acquisition of a tract or parcel of land being 2.58 acres, more or less, being the location of Country Place Utilities, L.L.C.’s, property, located in Section 10, Township 18 North, Range 12 West, Bossier Parish.
  • Adopted ordinance to officially post certain bridge structures in Bossier Parish in connection with the Louisiana Off-System Bridge Replacement Program.

  • Accepted a Certificate of Substantial Completion for Rocky Mount booster station improvements, on behalf of Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier.
  • Approved Change Order No. 2, for Project No. 2021-122, DR 4263 PW 910 Paved Roads, Task Order No. 10.
