Police Jury Meeting Notes: July 19, 2023

Contractors for Bossier Parish will soon be completing the final project that will put the finishing touch on repairing and reconstructing nearly 50 asphalt roads damaged during historic flooding in 2015 and 2016.
Parish Engineer Eric Hudson told parish police jury members Wednesday that Caplis Sligo Rd., the final of the parish's FEMA-funded 13 task orders, would soon be finished. Roughly $32 million was awarded Bossier Parish from Federal Emergency Management Agency funds for the projects.
"We're doing our best to keep the projects under $30 million," Hudson told jury members during his semi-monthly report. "It looks like we'll come in somewhere around $29 million."
Bossier Parish received the FEMA funds for flood-related road repairs following a series of appeals. Police Jury members agreed in 2019 to proceed with arbitration with the federal Civilian Board of Contract Appeals, and won its case before a judicial panel in Washington, D.C.
In other business during Wednesday's meeting, police jury members:
- Heard Ginger Adam Corley report on the 2023 Legislative Session.
- Appointed Rodney Madden to the Cypress–Black Bayou Recreation and Water Conservation District Board of Commissioners for a five-year term, term to expire July 31, 2028.
- Awarded bid for Project No. 2023-117, Old Brownlee Road sidewalk extension, in accordance with bids received July 11, 2023.
- Rejected bid received July 13, 2023, for Project No. 2022-111, Parish Camp boat launch improvements and agreed to re-bid project.
- Deferred action on plat of the proposed development of Cypress Bay subdivision, Unit No. VC, being a resubdivision of Lot 103, Cypress Bay subdivision, Unit No. V, and Lot 3, Cypress Bay subdivision, Unit No. VB, in Section 1, Township 19 North, Range 13 West, Bossier Parish; located off Leeward Cove. (This matter was tabled on June 7, 2023.)
- Approved plat of the proposed development of Redwood Place at Legacy subdivision, Unit No. 13, a planned unit development, located in Section 21, Township 19 North, Range 13 West, Bossier Parish; located off Airline Drive. (This matter was tabled on July 5, 2023.)

- Scheduled a public hearing on September 6, 2023, to consider approval of the application of William Bradford, Blanchard, Walker, O’Quin & Roberts, for a zoning amendment to change the zoning classification of a certain tract of land being .96 acres, more or less, located in Section 16, Township 18 North, Range 12 West, Bossier Parish, from R-A, Residence-Agricultural District, to B-3, General Business District; located on the south side of Highway 80, east of Ferndale Boulevard, for a used tire store.
- Scheduled a public hearing on September 6, 2023, to consider approval of the application of the Haughton MPC to amend various sections of the Unified Development Code relative to drainage easements, industrial use parking areas, and residential driveway locations.
- Scheduled a public hearing on September 6, 2023, to consider approval of the application of the Haughton MPC to amend the Unified Development Code to include the Highway 80 Redevelopment Overlay District.
- Agreed to move to condemnation of property located at 620 Parish Camp Road, Elm Grove; granted a 30-day extension on property located at 3415 Fairview Point Road, Elm Grove.
- Accepted report on meeting of the Parks and Recreation Committee and on meeting of the Road/Subdivision Regulations Committee.

- Deferred approval of transfer deed/donation from the Bossier Parish Police Jury to the City of Bossier City of property located at 1200 Airline Drive, Bossier City, Tax Assessment No. 148936, Parcel 1813343B, for the purpose of maintenance of a water tower, with the police jury reserving all oil, gas, and mineral rights.
