Police Jury Meeting Notes: March 16, 2022

All that remains for acquisition of funding to complete a north/south roadway connecting I-220 and Crouch Rd. is approval of state agencies after Bossier Parish Police Jury members adopted a resolution Wednesday to authorize issuing revenue bonds.
Jury members unanimously gave the go-ahead to accept a proposal from Simmons Bank in Little Rock, AR to obtain $16 million for the project. Money will come from the issuance of Louisiana Local Government Environmental Facilities and Community Development Authority revenue bonds.
Bond attorneys for the police jury said the closing date on the bonds, with state bonding commission approval, could be as early as April 26. If that date is met, Parish Administrator Butch Ford said the parish could go out for bids on the project in May.
And, during a finance committee meeting prior to Wednesday’s regular session, members heard a request from Bossier Webster District Attorney Schuyler Marvin for funding to help support the North Louisiana Criminalistics Laboratory.
Marvin asked the committee to consider assistance to the lab system which currently provides forensic science services including drug chemistry, trace evidence, DNA analysis, firearms examination, latent print examination, physical evidence examination, and forensic toxicology for 29 parishes.
Also during Wednesday’s meeting, police jury members:
- Approved plat of the proposed development of The Vue at Kingston Subdivision, Unit No. 1, a commercial subdivision, located in Section 21, Township 19 North, Range 13 West, Bossier Parish; located on Kingston Rd. next to Kingston Crossing. (Approval of site plan to be added to this request for approval.)
- Scheduled a public hearing on April 20 to consider the application of Nixon Engineering Solutions, LLC, to the Benton-Parish MPC, for a zoning amendment to change the zoning classification of a tract of land being 1.52 acres, more or less, located in Section 10, Township 19 North, Range 13 West, Bossier Parish, from R-1, One-Family Residence District, to R-A, Residence-Agruculture District, for a pest control business; located at the intersection of Linton Rd. and Parks Rd.; Favorable recommendation by the Benton-Parish MPC.
- Scheduled a public hearing on April 20 to consider approval of the plat of the proposed development of Clarke subdivision, Unit No. 1A, being a resubdivision of Lot 1, Clarke subdivision, and a portion of Lot 2, Lawrence Lands subdivision, located in Section 11, Township 20 North, Range 13 West, Bossier Parish; located off Butler Hill Rd.; Favorable recommendation by the Benton-Parish MPC.
- Scheduled a public hearing on April 20 to consider approval of the plat of the proposed development of Lawrence Lands subdivision, Unit No. 1A, being a resubdivision of Lots 1 and 2, Lawrence Lands subdivision, located in Section 11, Township 20 North, Range 13 West, Bossier Parish; located off Butler Hill Rd.; Favorable recommendation by the Benton-Parish MPC.
- Scheduled a public hearing on April 20 to consider approval of the plat of the proposed development of Dry Cypress South subdivision, Unit No. 1-A, being a resubdivision of Lots 4 and 5, Dry Cypress South subdivision, located in Sections 23 and 26, Township 20 North, Range 12 West, Bossier Parish; located off LA Highway 157.
- Closed property standards cases on properties located at 6286 Highway 157, Haughton; 1079 CC Sandidge Rd., Elm Grove; 404 Highway 162, Benton; and 5273 Dixon Dr., Bossier City.
- Adopted a resolution authorizing the issuance of and approving the forms of certain documents in connection with the issuance of Louisiana Local Government Environmental Facilities and Community Development Authority Revenue Bonds (Bossier Parish Public Improvement Projects) Series 2022 to be issued on behalf of the Parish of Bossier for the purpose of financing capital improvement projects; and otherwise providing respect thereto.
- Approved the application of Gary Diehl for a 2022 Bossier Parish beer license at Billy’s Lounge, 770 Highway 80, Haughton. (Approved by the Sheriff and the health department.)
- Adopted a resolution supporting Performance Proppants, 4803 Benton Rd., Bossier City, and allowing them to receive the local benefits of the Enterprise Zone Program.
- Approved the proposal of Civil Design Group, LLC, for professional design services, including preparation of bid package, bidding and construction administration services for four new multipurpose fields at South Bossier Park.
- Approved the proposal of Civil Design Group, LLC, for professional design services, drawings only, for a new one-mile walking trail along Willow Chute adjacent to Kington Rd. at Kingston Rd. Park. Public Comment
- Approved the proposal of Civil Design Group, LLC, for professional design services and preparation of bid package for construction of a new public boat launch facility at Parish Camp. Public Comment
- Approved Change Order No. 1 for Project No. 2021-115, proposed street improvements, DR 4263 PW 910 paved roads, task order No. 3.
- Approved the Certificate of Substantial Completion for Project No. 2019-127, realignment of Linton Rd. Bridge over Flat River.
- Approved Change Order No. 2 for Project No. 2019-127, realignment of Linton Rd. Bridge over Flat River.
- Approved Supplemental Agreement No. 1 to the Owner-Engineer Agreement with Forte & Tablada for the Smith Rd. Bridge over Red Chute Bayou project.
- Approved a revised plat for Faith Plantation subdivision Unit No. 2, located in Section 29, Township 19 North, Range 11 West, Bossier Parish; previously approved on Jan. 20, 2021, to reduce the number of lots.
- Accepted streets and drainage in Faith Plantation subdivision, Unit No. 2, into the parish road system for permanent maintenance.
