Police Jury Meeting Notes: January 19, 2022

District 11 police jury member Tom Salzer will service as president of the public body for 2022 after his election to the post Wednesday. Salzer was first appointed to the jury in 2016 to fill the seat of the late Wayne Hammack. He was elected to complete the unexpired term and reelected to a full term.

Salzer said he hopes to continue the tradition of strong leadership the police jury enjoyed during the term of his predecessor, Jerome Darby.

“Mr. Darby is an excellent leader and he proved his skills during his year as president,” Salzer said. “I hope I can step into the president’s position and keep everything moving in a positive direction. We have a great team and I’m looking forward to this year.”

Doug Rimmer, who represents District 8, was selected vice president for the new year. He is an 11-year police jury member and has previously served the public body as president and vice-president.

Darby, who has served on the police jury for 38 years, said he was grateful for the hard work of the jury’s staff and the cooperation and support of his constituents.

“It’s been a very good year despite all the difficulties we’ve faced,” he said. “I want to give my gratitude and thanks especially to my colleagues, because I serve at their pleasure. It’s been a privilege. And, I want to give credit to the staff because it’s the staff that makes this jury run.”

In addition to naming officers for the new year, police jury members appointed a new parish administrator for the first time in 20-plus years. Butch Ford, who has served as Bossier Parish engineer since 2003, was named to the post for a customary one-year term. He replaces Bill Altimus who retired at the end of 2021.

“Thank you for the vote of confidence, and I’m looking forward to the new role,” Ford told jury members following his appointment. “I worked down the hall from Mr. Altimus for 17 years and didn’t realize all the things he had to do. It will be a challenge but I’m looking forward to it.”

Other appointments approved Wednesday by the jury included Rachel Hauser for another two-year term as parish secretary and Stacy Fernandez to a two-year term as parish treasurer.

Also during Wednesday’s lengthy first meeting of the new year, jury members:

  • Authorized the advertising for bids for Rocky Mount booster station aerator modifications, to refurbish the existing aerator tower at the Rocky Mount booster station, for Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier, FY 2020-2021 Louisiana Government Assistant Program, LGAP File No. 2021-BSR-0001, bid date to be determined.
  • Authorized the advertising for bids for Dogwood booster station telemetry, to install new telemetry system between the booster station well No. 3 and well No. 4, for Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier, FY 2020-2021 Community Water Enrichment Fund, CWEF File No. 2021-CWEF-BSR-0001, bid date to be determined.
  • Authorized the advertising for bids for reconstruction or rehabilitating sewer mains in Merrywoods subdivision, Project No. 2022-105, for Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier, bid date to be determined.
  • Authorize the advertising of bids for new water well No. 5 (north well in wooded area) raw waterline and telemetry to booster station, Project No. 2021-130, for Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier, bid date to be determined.
  • Authorized the advertising of bids for Magnolia Chase subdivision sewer tie-in, proposed force main and lift station improvements, Project No. 2021-133, for Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier, bid date to be determined.
  • Approved the application of Elmer Matamoros to the Benton-Parish MPC, for a zoning amendment to change the zoning classification of a tract of land being 0.587 acres, more or less, located in Section 5, Township 19 North, Range 13 West, Bossier Parish, from R-A, Residence-Agriculture District, to R-1, One-Family Residence District, for a proposed 30’ by 60’ manufactured home.   • Approved the minor plat of Elmer Matamoros, located in Section 5, Township 19 North, Range 13 West, Bossier Parish. (Located on Rubicon Rd.)
  • Approved the application of the Benton-Parish MPC, to review and consider accessory dwelling unit regulations within the R-A, Residence-Agriculture District, and the R-1, one-family residence district.
  • Scheduled a public hearing on February 2 to consider approval of the site plan and plat of the proposed development of Ivey subdivision, located in Section 16, Township 18 North, Range 12 West, Bossier Parish. (Located in front of Ivey’s Building Material Center on Highway 80.)
  • Scheduled a public hearing on February 16 to consider abandonment of Hinton Rd., located in Section 21, Township 19 North, Range 13 West, Bossier Parish. (Located in Kingston Crossing subdivision.)
  • Scheduled a public hearing on February 16 to consider approval of the site plan and plat of the proposed development of WK Swan Lake Medical Plaza, a commercial subdivision, located in Section 21, Township 19 North, Range 13 West, Bossier Parish; Case P-59-21-Favorable recommendation by the Bossier City-Parish MPC.   • Scheduled a public hearing on February 16 to consider approval of the minor plat for Barbara Newtown, located in Section 12, Township 20 North, Range 14 West, Bossier Parish. (Located off Old Plain Dealing Rd.)
  • Scheduled a public hearing on February 16 to consider approval of the plat of the proposed development of Cypress Bay subdivision, Unit No. IIIA, being a re-plat of Lots 42 and the East ½ of Lot 43, Cypress Bay Subdivision, Unit No. III, located in Section 1, Township 19 North, Range 13 West, and Section 6, Township 19 North, Range 12 West, Bossier Parish.   • Adopted a resolution of appreciation to Ms. Tracey Hilburn for her years of service at the Bossier Parish Communications District, and extending congratulations and well wishes to Ms. Hilburn in her retirement.
  • Adopted a resolution of appreciation to Jim Williams for his 31 years of service on the Bossier Parish Communications District Board, and extending congratulations and well wishes to Mr. Williams in his retirement.
  • Ratified adoption of a resolution of appreciation to Billy Wayne Montgomery for his years of service and contributions to Bossier Parish as Project Coordinator and Assistant to the Parish Administrator, and extending congratulations and well wishes to Mr. Montgomery in his retirement.
  • Ratified adoption of a resolution of appreciation to William Altimus for his years of service and contributions to Bossier Parish as Parish Administrator, and extending congratulations and well wishes to Mr. Altimus in his retirement.
  • Adopted an ordinance authorizing the operation of a security gate system in Magnolia Ridge subdivision, in accordance with Bossier Parish subdivision gate regulations.
  • Approved Amendment No. 3 to the Architectural and Engineering Services (disaster relief) contract with Volkert, Inc., (formerly Denmon Engineering Co., Inc.), for RFP No. 2020-115.
  • Approved change order No. 1 for Project No. 2021-114, proposed street improvements, DR 4263 PW 910 paved road, task order No. 2.

  • Approved Amendment No. 2 to the professional services agreement for roadside vegetation management with EDKO, LLC, Project No. 2020-117, roadside vegetation management.

  • Tabled consideration of a purchase and sale contract between the Bossier Parish Police Jury and OTC, LLC, and ACD, Inc., for the purchase of 26.12 acres, more or less, located off Whitehurst St., Bossier City, being a portion of Assessment No. 134629 located in Section 13, Township 18 North, Range 13 West, authorize the use of Industrial Park Funds for said purchase, and authorize execution of any and all documents by the Parish President or Parish Administrator.
  • Tabled consideration of a purchase and sale contract between the Bossier Parish Police Jury and New Wave Homes, LLC, for the purchase of 6.1 acres, more or less, located off Whitehurst St., Bossier City, Assessment No. 152217 located in Bannockburn Farms subdivision, authorize the use of Industrial Park Funds for said purchase, and authorize execution of documents by the Parish President or Parish Administrator.
  • Approved change order No. 1 for Project No. 2019-127, realignment of Linton Rd. bridge over Flat River.
  • Accepted streets and drainage in Crown Pointe subdivision, into the parish road system for permanent maintenance. (Concrete and drainage.)
  • Accepted streets and drainage in Crown Pointe Subdivision, into the parish road system for permanent maintenance. (Asphalt)
  • Accepted water system in Crown Pointe subdivision and a portion along Old Plain Dealing Rd. that ties into the existing parish water system, into the parish system for permanent maintenance.
