Police Jury Meeting Notes: October 6, 2021

Bossier Parish Police Jury members accepted bids on a number of parish projects Wednesday, including $9.2 million for construction of a new Bossier Parish central library on property at Beckett St. and City Hall Dr.

Parish Assistant Engineer Eric Hudson reported the bid, awarded to Boggs & Poole Contracting Group, came in under the architect’s projected cost. Plans call for the construction of a 39,000-plus square foot library plus history center.

Bids on infrastructure projects were also okayed with $741,000 awarded to Earnest Contracting for turn lane extensions at the intersection of La. Hwy. 3 (Benton Rd.) and I-220. Construction costs for the project, designed to relieve congestion at the heavily traveled intersection, will be shared with the city of Bossier City, Hudson said.

Benton and Brown was awarded the contract for improvements on Bellevue Rd. with a bid of $224,000.

Other bids approved Wednesday covered repair and reconstruction of a final group of asphalt roadways damaged during flooding in 2015 and 2016. Earnest turned in a low bid of $673,000 for a group of seven roads under Task Order 3, and also was the bid winner for Task Order 5 covering Atkins Clark Rd. north.

Money for the projects is coming from a nearly $30 million settlement Bossier Parish was awarded from the Federal Emergency Management Agency (FEMA).

Roads scheduled for work under Task Order 3 include Reeder Rd., Fern Rd., Ranchtown Rd., C.C. Sandidge Rd., Island Rd., Houston St. and Linx Wiler Rd.

Also during Wednesday’s meeting, jury members:

  • Approved the annual plan for Section 8 housing.
  • Approved the Selection Committee’s recommendation to award engineering and related services on behalf of Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier for reconstruction or rehabilitating sewer mains in Merrywoods subdivision.
  • Approved the Selection Committee’s recommendation to award engineering and related services on behalf of Consolidated Waterworks/Sewerage District
  • No. 1 of the Parish of Bossier for extension of sewer collection system along Highway 80 - East past Highway 157.
  • Approved the Selection Committee’s recommendation to award engineering and related services on behalf of Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier for tying Magnolia Chase subdivision collection system to the parish collection system on LA Hwy. 3.
  • Agreed to table consideration of the site plan for Swan Lake commercial subdivision, Unit No. 2, being a resubdivision of Swan Lake commercial subdivision, Unit No. 1, located in Section 26, Township 19 North, Range 13 West, Bossier Parish. (Located on the corner of Swan Lake Rd. and Duckwater Landing Rd.)
  • Approved the plat of the proposed development of Rainwater subdivision, located in Section 18, Township 19 North, Range 11 West, Bossier Parish. (Located on Campbell Rd.)
  • Scheduled a public hearing on November 3 to consider the application of Sanjeev Wahi to the Bossier City-Parish Metropolitan Planning Commission, for a Conditional Use Approval for the sale of high and low content alcohol for off-premise consumption at a proposed convenience store located in Section 26, Township 19 North, Range 13 West, Bossier Parish. (Located on the southwest corner of Swan Lake Rd. and Duckwater Landing Dr.)
  • Scheduled a public hearing on November 3 to consider approval of the plat of the proposed development of Turtle Creek subdivision, Unit No. 3, located in Sections 2 and 11, Township 19 North, Range 13 West, Bossier Parish. (Located off West Lakeshore Dr. behind Turtle Creek subdivision, Unit No. 2.)
  • Scheduled a public hearing on November 17 to consider the application of Christian S. Mudd, Pine Ridge Investments, to the Bossier City-Parish Metropolitan Planning Commission for a zoning amendment to change the zoning classification of a certain tract of land being .899 acres, located in Section 26, Township 19 North, Range 13 West, Bossier Parish, from B-1, Business, Commercial Office District, to B-2, Limited Business District. (Located at the northwest corner of Swan Lake Rd. and Duckwater Landing.)
  • Scheduled a public hearing on November 17 to consider the application of the Benton-Parish Metropolitan Planning Commission, to consider adoption of a resolution approving the adoption of Future Land Use Maps and Text for the Town of Benton and the five-mile unincorporated area of the Parish as a guide for future growth decisions within the Benton-Parish Metropolitan Planning Commission jurisdiction.
  • Agreed to grand a 30-day extension after a review by Property Standards of property at 308 Pease Rd., Haughton; voted to proceed to condemnation on property located at 5273 Dixon St., Bossier City.
  • Accepted reports on meetings of the Road/Subdivision Regulations Committee and the Policy and Procedures Committee.
  • Approved applications for renewal of Bossier Parish beer/liquor licenses for 2022. (Approved by Sherriff and health department.)

  • Approved the Certificate of Substantial Completion for Project No. 2021-110, Belmere subdivision entrance improvements project.
  • Adopted a resolution accepting State Project No. H.003854, FAP No. 0806504, entitled Bossier North-South corridor Swan Lake Rd. (I-220 to Flat River), Bossier Parish, as satisfactorily completed in accordance with the contract with Best Yet Builders, LLC.
  • Agreed to abandon a portion of an access and maintenance agreement as shown on the BGC Commercial subdivision plat.
  • Agreed to request an Attorney General’s Opinion pertaining to LA R.S. 14-95.6 – Firearm-free zone; notice; signs; crime; penalties.
  • Adopted a resolution authorizing the Parish of Bossier to join with the State of Louisiana and other local governmental units as a participant in the Louisiana State-Local Government Opioid Litigation Memorandum of Understanding and any other subsequent Formal Agreements necessary to implement the MOU, including but not limited to, the Subdivision Settlement Participation Form(s) of the Distributor Settlement Agreement and Janssen Settlement Agreement, and authorize the execution of documents.
