Police Jury Meeting Notes: August 21, 2019

Bossier Parish’s water/sewer system total number of customers has grown by roughly 40 percent following action Wednesday by the parish police jury.

Jury members agreed to spend roughly $2.3 million to purchase sewer systems from the Town of Benton (located outside the town limits), Turtle Creek/Jones Cypress and Gray Lake/Gray Lake North. All three systems will become part of Consolidated Waterworks/Sewerage District No. 1.

“Our plans have always been to incorporate as many of the smaller systems into our system as possible,” said Parish Engineer Butch Ford. “That was a part of the idea when we spent $55 million on our parish project that included a state of the art treatment plant capable of handling these new systems as we bring them on board.”

Ford said bringing the smaller systems under the parish umbrella would help development that continues to spread in central and north Bossier Parish.

“We’re convinced we have to be pro-active in this critical part of our infrastructure so that the continued development we’re seeing will continue,” Ford said.

Also during Wednesday’s meeting, police jury members:

  • Awarded bid for new public restroom at Parish Camp in accordance with bids received August 5.
  • Agreed to sponsor a family day at Barksdale Air Force Base.
  • Approved application of Michael Kelsch, Raley and Associates, Inc., to the Bossier City-Parish Metropolitan Planning Commission for a zoning amendment to change the zoning classification of 9.654 acres from R-A, Residence-Agricultural District, to B-3, General Business District, for future commercial development.
  • Approved application of Michael Kelsch, Raley and Associates, Inc., to the Bossier City-Parish Metropolitan Planning Commission for a zoning amendment to change the zoning classification of 160.967 acres, located in a portion of Lots 2, 3 and 4, Big Bee Bend Plantation Subdivision, and an adjacent tract of land from R-A, Residence-Agricultural District, to R-LD, Residential, Low Density District, for a new residential subdivision. (
  • Scheduled a public hearing on September 18 to consider approval of the plat of the proposed development of Padgett Place subdivision, Unit No. 1.
  • Scheduled a public hearing on September 18 to consider approval of the plat of proposed development of Morgan Farms subdivision, Unit No. 1, Correction Plat.
  • Accepted report from the Property Standards Board of Review, which resulted in three properties scheduled for condemnation hearings, and report from a meeting of the Insurance Committee.
  • Adopted a resolution supporting PMG OPCO – Pilgrim, LLC, 1524 Doctors Drive, Bossier City, and allowing them to receive the local benefits of the Enterprise Zone Program.
  • Adopted a resolution supporting PMG OPCO – Colonial, LLC, 4921 Medical Drive, Bossier City, and allowing them to receive the local benefits of the Enterprise Zone Program.
  • Accepted streets and drainage in Waterford Bend subdivision, Unit No. 2, into the parish road system for permanent maintenance.
  • Approved certificate of substantial completion for Parish Camp water well.
  • Adopted a resolution authorizing the Parish Administrator and/or Parish President to execute any and all documents in connection with the following projects for the Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier: new water tank for Dogwood subdivision; contract II-12-inch raw water line from well No. 3 to new ground storage tank–phase II; contract III–new ground storage tank; contract II–new emergency standby generator for wells No. 4 and 5; and Cypress Bend Garden District/Haymeadow sewer tie-in.
  • Approved proposal of David W. Volentine, MAI, for appraisal services for the necessary parcels, tracts, properties or servitudes required for the extension of Haymeadow Drive to Cypress Bend Garden District subdivision.
  • Adopted a resolution authorizing the Parish Administrator and/or Parish President to execute any and all documents in connection with extension of Haymeadow Drive to Cypress Bend Garden District subdivision.
  • Adopted a resolution authorizing the Parish Administrator and/or Parish President to execute any and all documents in connection with the following projects: State project No. H.007400 North Bossier shared use trail–Phase II; Swan Lake Road bridge (South Bossier) project No. 2019-114; Tall Timbers subdivision drainage ditch improvements project No. 2019-100; Dogwood South subdivision drainage ditch improvements project No. 2019-102; Adner Road/Lars Road waterline extension; Remco Drive extension south; Swan Lake Road over Flat River realignment (Northwest End) project No. 2019-112; Sligo Road extension to LA Highway 527; Caplis Sligo Road bridge over Red Chute Bayou project; Johnson Koran Bridge over Foxskin Bayou project; Linton Road bridge over Flat River realignment project; Linton Road extension to Fairburn Avenue project; Palmetto Road widening-Phase II project; state project No. H.0013129 Linton Road Bridge over Black Bayou Reservoir; Kelli Road Bridge over Flat River project; Bobby Byrd ditch improvements; White Oak ditch improvements; and LA Highway 3/I-220 capacity improvements.
  • Adopted a resolution to authorize and/or ratify the Bossier Parish Police Jury to acquire and/or expropriate all parcels, tracts, properties or servitudes required for the Sligo Road Bridge over Foxskin Bayou, project No. 2019-105, Bossier Parish, including but not limited to Parcels 1-1-D-1, 1-2-D-1, 1-3-D-1, and 1-3-D-2.
  • Adopted a resolution authorizing the Parish Administrator and/or Parish President to execute any and all documents in connection with the purchase of 3.1 acres, more or less, located on Beckett Street, for the construction of a new central library.
  • Ratified approval of final change order No. 3 for Kingston Road at La. Highway 3 and Kingston Road at Airline Drive turn lanes.
  • Approved proposal of Coyle Engineering Co., Inc., for engineering and surveying services for the Linton Road bridge over Flat River realignment project.
  • Approved certificate of substantial completion for Hazard Mitigation Grant Program, Willow Chute Bayou drainage improvements project.
