03/26/2021

An applicant briefing for assistance incurred as a result of February’s severe winter storm will be conducted Tuesday, March 30 at 1:30 p.m., according to the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP).

This briefing will be conducted via Zoom Teleconference. For those unable to attend the meeting live, a recording will be posted to LouisianaPA.com under the Resources Tab for this event.

This is the federal declaration for the severe winter weather that affected the state last month. Currently, the declaration only includes Category B Emergency Protective Measures work as eligible.

Other categories of work including debris removal and permanent repairs hopefully could be added in the near future. These will be discussed in the briefing as well.

Deadline to submit requests for public assistance (RPA) for this event is April 8. RPAs may be submitted via www.LouisianaPA.com or FEMA’s Grants Portal or both. GOHSEP monitors both sites to ensure they match.

To submit an RPA via LouisianaPA.com, simply go to the website and click the large Red banner. Instructions will be provided on how to submit if there is an existing account, or how to register for an account if the entity does not already have one. The disaster number for this event is FEMA-DR-LA-4590.

To submit your RPA via Grants Portal, login to the website and submit an Applicant Event Profile. Please make sure to submit for the correct disaster number FEMA-DR-LA-4590.

For non-profit organizations (PNP), please provide the following documentation with your RPA submission:

• Evidence of Tax-Exempt Status. A letter from the IRS or information from the La. Sec. of State showing that you are an active in good standing non-profit operating under State law
• Evidence of Ownership or Legal responsibility for a facility. This can be for any facility that you are legally responsible for. It doesn’t necessarily have to be a damaged facility, just one your entity is legally responsible for. • Articles of Incorporation/bylaws of your organization. These are whatever documents used to govern your organization to state its purpose and how it operates.
